Clunes, Creswick, Daylesford, Hepburn Springs, and Trentham are included in this municipality, as are the villages of Glenlyon, Allendale, Kingston, Leonard’s Hill, Lyonville, Newlyn, Denver, and Smeaton.

It was established in 1995 by the merger of the Shires of Creswick, Daylesford, and Glenlyon, as well as portions of the Shires of Kyneton, Talbot, and Clunes.
The Hepburn Shire Council governs and administers the Shire; its seat of local government and administrative hub is situated at the council headquarters in Daylesford, and it also has a service centre in Creswick. The Shire was named after an early settler called John Hepburn, who founded the Smeaton Hill pastoral range about north of present-day Creswick.
